Over 80% of the world’s population resides in the Global South, yet AI standards and regulatory models are dominated by corporate interests and high-income government agencies. The AG-SAIPF v1.0 provides an actionable, legally precise model framework for developing nations to control algorithmic harms and assert digital sovereignty without stifling innovation.
The framework is organised around five modules: risk classification adapted to local legal traditions; public sector AI transparency requirements; civil society participation mechanisms; international engagement protocols; and enforcement capacity requirements. Each module includes implementation guidance, model legislative language, and capacity benchmarks.
